(1) The lexile which we get is based on fair calculations done by complex mathematical formulas set into the system.

(2) And it's not assigned as such that we can give a number in particular. 

(3) Nevertheless there is no-any cap as " to how low" the Lexile score can go. It all depends upon the user who is giving the test.
